My plan to combat crime centers around a robust platform built on four key principles: Effective Innovation, Community Collaboration, Rehabilitation, and Education.
Effective Innovation forms the cornerstone of our approach. My team and I are devoted to adopting innovative strategies to revolutionize modern law enforcement. Our strategy includes leveraging new technology, advanced analytics, and artificial intelligence to anticipate crime trends and efficiently manage resources. A substantial part of our focus will be on improving investigative procedures and boosting our presence in areas with a high incidence of crime.
The second pillar, Community Collaboration, endorses adopting a community-focused tactic for ensuring public safety. We wish to cultivate a culture of open conversation between police officers and the community. We aim to induce safer neighborhoods and a sense of unity by forging these reliable partnerships. We also aim to rebuild and reinforce trust within minority communities, as we understand crime prevention needs to supersede all racial and socioeconomic divides.
Addressing the issue of Rehabilitation, we acknowledge that repeated offenses pose a severe threat to community safety. Therefore, our plan will extend beyond punishment-based justice by including alternatives such as restorative justice programs. These initiatives strive to rehabilitate offending individuals, promoting a violence-free reintegration into society and ultimately breaking the perpetual cycle of crime.
I will collaborate with our local community, resources, and nonprofits and establish a committee to ensure these individuals exit with a well-defined plan. This approach goes beyond merely handing inmates their ID cards upon release, instructing them to depart, and then finding them to re-enter the system again.
Our fourth principle, Education, emphasizes the importance of a proactive response to crime deterrence, which goes beyond merely intercepting ongoing criminal activities. Recognizing the value of tackling the root causes of crime, we plan to join forces with local institutions like schools, nonprofit bodies, and various community factions to offer Education and conscientiousness about corruption. I aim to empower community members to make wiser judgments, preventing crime even before it starts.
Ensuring safety is our pivotal mission. I aim for each of us to rest more comfortably, knowing that all necessary measures are being deployed effectively. We realize that security is a never-ending endeavor and are committed to doing everything within our capacity to maintain a safe environment. I will tirelessly work to improve and continually evaluate our procedures to ensure maximum safety. We believe in maintaining an atmosphere where caution is ingrained in our actions, leading to a more secure and peaceful environment.
To summarize, I am firmly committed to my vision: a community that doesn't just feel safe but genuinely is safe. The strategies we pursue should not only react to the overt manifestations of crime but also address the underlying root causes. As your Sheriff, I believe in leading a force ready and equipped for 21st-century law enforcement. To do this, my main priority will be investing in continuous training and education of our department's personnel on modern policing tactics, better preparing them to navigate today's complex law enforcement landscape.
An essential part of this approach prioritizes de-escalation. Encouraging resolved conflicts without resorting to force should always be the end goal. To ensure our staff are well-prepared, I propose regular, intensive training in de-escalation tactics, providing them with the necessary tools to diffuse volatile situations peacefully.
Understanding and combating implicit bias is another area of focus. I am acutely aware that bias, though often subconscious, can significantly impact how our staff interacts with the community. Implementing regular implicit bias awareness training will help our staff recognize their biases, challenging them to treat every individual they encounter with fairness and respect.
Understanding mental health issues is critical for today's law enforcement personnel. Too often, law enforcement professionals are the first line of response in mental health crises. I will implement robust training on mental health crisis intervention strategies, fostering understanding and empathy among our staff while teaching them nuanced response strategies that minimize harm and ensure everyone's safety.
Lastly, there will be an amplified focus on the use of non-lethal force, with rigorous training dedicated to techniques that prevent harm. Staff will be guided to understand and exhaust all nonviolent alternatives before resorting to force, aligning us with a more humanistic and compassionate approach to policing.
Together, these initiatives will guide our department toward a more effective, humane model of policing that respects everyone's rights and dignity. As your Sheriff, I commit to creating a department where modern policing techniques are discussed and practiced, ensuring the safety of our officers and the community they serve.
Our Sheriff's Department operates on a complex and often constrained budget. The bedrock of my strategy as your next Sheriff will be spearheading prudent fiscal management while seeking innovative operational efficiencies. Efficient use of resources will be a cornerstone of my administration.
I will diligently work on implementing assessment techniques to evaluate resource allocation, ensuring our departmental resources are channeled towards areas of highest need and impact. Our goal will be to minimize wastage, optimize usage, and yield the maximum outcome from our available resources.
By streamlining our operations, we can significantly enhance cost-effectiveness. This means reviewing and revising our current processes and procedures to eliminate redundancies and inefficiencies. My team and I will endeavor to streamline every departmental process to ensure we operate effectively and productively.
I will also prioritize securing additional funding, if necessary, to support our department's evolving needs and initiatives. Be it crime prevention programs, advanced training for deputies, technology upgrades, or community outreach initiatives, I understand the importance of having the necessary financial resources available. I pledge to relentlessly represent our department's interests, advocating for federal, state, and local budget adjustments or funding if required.
Finally, transparency will be key in my budget management approach. I will ensure regular updates are provided to the public about our spending and budgetary adjustments, fostering an atmosphere of accountability and public trust.
I am fully committed to maintaining a financially healthy and efficiently run Sheriff's Department. Through strategic resource allocation and effective budget management, we can better serve this community and ensure our department has the capabilities it needs to keep our county safe.
There have been more inmate deaths and an increase in manpower turnover under the current Sheriff and his administration. Morale is at an all-time low, and overtime is at the highest level it's ever been. The officers' and inmates' safety and well-being are at a higher risk than ever. The deputies serving our county are exhausted due to being overworked, which impacts the health, wellness, and safety of the officers, staff, and inmates.
I am fully committed and will prioritize collaborating with the jail supervisory staff and administration to collectively implement a plan to eliminate manpower shortages and overtime issues.
If the department and I work together as a team, all voices and ideas will be heard and considered to address the current issues under this current administration.
I will implement my resources and skills with the department to accomplish and fix this issue once and for all to get our officers back to regular shifts and focus on mental health and well-being to improve morale and safety within the Bexar County Jail and our community.
Victor A. Mendoza, 55, is an awarded law-enforcement officer, father, philanthropist, musician and a lifelong San Antonian.
Growing up in a crime-ridden neighborhood in east San Antonio, Victor became interested in law enforcement at age 10. Victor entered law enforcement in 1996, after the brutal murders of his mother and sister. He set aside his growing family business and Tejano music career because he could no longer sit on the sideline while Bexar County residents were victims of family violence and heinous crimes.
After 27 years of service, Victor continues to honor his oath to serve and protect his community. As a Texas Peace Officer, he believes in advocating for and safeguarding the community. He pledges to provide transparency, professional engagement, and necessary crucial resources.
Victor worked for the Bexar County Sheriff’s Department for 19 years as a Deputy, working in the Detention Center, Court Security, and Patrol Divisions. Victor has also served as a Bexar County Reservist as a Patrolman, Sergeant, and Lieutenant. His service extended to the San Antonio Park Police and the SAISD Police Department. Victor was awarded a Certificate of Meritorious Conduct in 2021, despite sustaining a career-threatening injury while on duty.
Victor continues his service at the VIA Metropolitan Police Department as a Transit Police Officer. Victor has 4,246 TCOLE hours under his belt and holds numerous law enforcement awards and certificates. Some of his advanced certifications include: Master Peace Officer Certification, Jail Certification, Mental Health Officer Certification, Crisis Intervention Training, and Criminal Investigator Certification.
In addition to his career in law enforcement, Victor is a lifelong philanthropist. He consistently donates time, funds, and resources–particularly to those benefiting cancer research and disadvantaged children. He’s entertained at various fundraisers and contributed to the San Antonio Shooting Club, Hermes Music Christmas Events, and Northside Ford's toy distribution program for disadvantaged children.
Prior to his law enforcement career, Victor assisted in the operation of a thriving family business for more than a decade. He’s a well-rounded candidate who has the business skills to successfully administer the Bexar County Sheriff’s Department.
Victor comes from a large family and was raised with his four brothers and three sisters. Victor is the proud father of four adult children and is happily raising three children with his fiancé. The family attends Elevation Church. He is a proud graduate from Sam Houston High School on the east side. Victor also attended Wayland Baptist University, where he majored in Criminal Justice.
